Abstract

Digital transformation is now a key driver of socio-economic development. In inland towns of the Democratic Republic of the Congo, particularly in Kabinda, limited access to information and communication technologies (ICT) is hindering the acquisition of digital skills and the modernisation of services. This study aims to assess the impact of establishing a computer centre on the development of digital skills, access to IT services and the improvement of educational, administrative and economic activities in the town of Kabinda. A mixed-methods approach was adopted, combining questionnaire surveys, semi-structured interviews and field observations involving students, teachers, administrative staff, entrepreneurs and managers of the computer centre. The results show that the establishment of the IT centre significantly improves access to digital tools, enhances users’ IT skills, facilitates academic and administrative work, and promotes the employability of young people. However, challenges remain, notably insufficient equipment, power cuts, poor internet connectivity and the high cost of maintenance. The study recommends strengthening digital infrastructure, providing ongoing training for users and securing support from public authorities to ensure the long-term sustainability of the IT centre.
